Phil is a Managing Partner of Blais Excess & Surplus Agency of Texas, Ltd.  Prior to joining Blais E&S, Phil held various underwriting positions with ACE USA and its wholesale-only sister company ACE Westchester Specialty Group in both New York City and Atlanta, GA.

Phil received his Bachelor of Arts degree as a double-major from Colgate University in 2000, where he remained to complete a Master of Fine Arts degree in Philosophy in 2002.  Colgate University is located in Hamilton, NY.
